Uganda Country Profile - MLA in Relation to Asset Recovery

There is currently no legal framework governing MLA in Uganda, and therefore formal requests cannot be entertained. However, there are provisions and measures to address certain aspects of mutual legal assistance on, for instance, service of judicial documents, execution of judgments, etc. Uganda has a draft law for MLA which is presently under consideration. MLA requests normally go through the Executive upon the application of the intelligence agencies. 

Uganda does have informal co-operation schemes within the partner States of the East African Community (Kenya, Uganda and Tanzania).

Intelligence agencies and a court of law (upon the oath of an authorised officer of the Central Bank) are responsible for domestic and international requests for asset tracing and recovery. MLA requests have been made and received on these issues, through regional cooperation agreements.

A foreign confiscation order cannot be received and directly enforced in domestic courts as it presently has no law governing the proceeds of crime
