Kleptocracy

According to the U4 Corruption Glossary, a kleptocracy (from klepto - to steal, and - kratos - rule: 'rule by looters') is a political system dominated by those who steal from the state coffers and practice extortion as their modus operandi. Among the more well-known former kleptocrats we can list Duvalier ('papa Doc') of Haiti, Mobutu of Zaïre, Bokassa of the Central African Republic, and Suharto of Indonesia.
