Singapore is a major financial centre in South Asia. It is a country with the common law legal tradition and a member of the Commonwealth. Singapore renders mutual legal assistance in criminal matters either on a treaty (agreement) or a non-treaty basis. Underthe set of guidelines of the 1990 Scheme Relating to Mutual Assistance in Criminal Matters within the Commonwealth (the Harare Scheme), it also provides for alternative schemes of international cooperation based on domestic legislation rather than treaties.
Singapore has an advanced and comprehensive legal framework for mutual legal assistance and the recovery of criminal proceeds, including proceeds of corruption. MLA in asset recovery is rendered in accordance with the Mutual Assistance in Criminal Matters Act (Chapter 190 A) ("MACMA"). All major forms of assistance are available, including MLA in relation to proceeds of crime and enforcement of foreign confiscation orders through direct registration.
