Leadership Code Act, 2002

The Leadership Code Act, 2002 (Act No. 17 of 2002) was passed to repeal first Leadership Code of Conduct (Statute No. 8 of 1992) and commenced on 12 July 2002.

The Code Act requires specified leaders to declare their incomes, assets, and liabilities, and those of their spouces and children and dependants under 18 years.

It provides for a minimum standard of behaviour and conduct for leaders by prohibiting:

  • conduct that is likely to compromise the honesty, impartiality and integrity of leaders,
  • conduct that is likely to lead to corruption in public affairs; or
  • conduct which is detrimental to the public good or welfare or good governance.

It also provides for an effective enforcement mechanism.

The Code is enforced by the Inspector General of Government (IGG).
