This short video was taken during a workshop on "Implementing the Asset Recovery Provisions of the United Nations Convention against Corruption", hosted by the International Centre for Asset Recovery of the Basel Institute on Governance, in cooperation with the UN Office on Drugs and Crime (UNODC) on 15-16 May 2007 in Basel, Switzerland. It was attended by 25 specialists in the area of asset recovery from around the world, and 30 observers.
At the plenary session "Employing the UNCAC against Asset Recovery Impediments: Case Study 1: The Classic Case – Ferdinand Marcos ", Eva Joly, Special Advisor to the Norwegian Agency for Development Cooperation (Norad), speaks about the importance of independence in administration of justice and prosecution services in order to bring corrupt officials to justice. She also speaks about the issue of statute of limitation. Speaking from her own experience, she mentions that statute of limitations often plays a role in order to escape inquiries into allegations of corrupt practices.
