This page contains information on a report commissioned by Kenyan President Mwai Kibaki in 2002 to have Kroll Associates UK Ltd. investigate and trace assets obtained by President Moi and his close associates by the Goldenberg affair as well as general corruption during his presidency. Investigators found a staggering amount of accounts and assets worth over US $2 billion, including properties and companies in London, New York, South Africa, and a 10,000 hectacre ranch in Australia.
The 110-page report, referred to commonly as the 'Kroll Report’, was written but never publicly released by either Kenya or Kroll Consulting. However, a copy of the document dated April 2004 was leaked to Wikileaks.org, a website that anonymously publishes documents relating to corruption and illicit government activities. Using forensic financial investigations, Kroll provided detailed financial records and accounts and shows that Mr. Moi made investments in many countries, including property in Australia, South Africa, the United Kingdom, and the United States.
The report alleges that Mr. Moi and associates have obtained amounts adding up to near US $2 billion, an amount that puts him on par with exceptional kleptocratic leaders including President Suharto of Indonesia and President Marcos of the Philippines.
However, President Kibaki did not publicly act upon recommendations offered in the report due to the fall-out of the Anglo-Leasing scandal. Additionally, no asset recovery measures have been taken against Mr. Moi to date. Wikileaks alleges that this lack of action is due to the sensitive nature of President Kibaki's political support, in which Mr. Moi has become a key player.
